Comments sought draft First Biennial Transparency Report

Minister of Forestry, Fisheries and the Environment, Dr Dion George, has published South Africa’s draft First Biennial Transparency Report (BTR), which provides critical insights into the country's progress in implementing and achieving its National Determined Contributions (NDC) under the Paris Agreement, for public comment.

The adoption of the Paris Agreement (PA) in 2015, at the United Nations Framework Convention on Climate Change (UNFCCC) COP21, provides the overarching global goal and framework for international climate action in the post 2020 period.

The Paris Agreement’s central aim is to strengthen the global response to the threat of climate change by keeping the global temperature rise this century well below two degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 degrees Celsius.

The NDC covers adaptation, mitigation as well as finance and investment requirements and is based on equity.

South Africa, as a Party to the Paris Agreement, and in line with the Modalities, Procedures and Guidelines of Enhanced Transparency Framework, is required to submit Biennial Transparency Reports (BTR) every two years, with the first submission due no later than 31 December 2024.

The BTR tracks progress, on the implementation of South Africa’s Nationally Determined Contribution including the support needed and received for implementation.

The report is crucial in understanding South Africa's progress with regard to the national circumstances, institutional frameworks and mitigation policies.
