Pretoria - The Gauteng Department of Education has reiterated that the principle of 'no work, no pay' will be applied to those department employees who will be participating in the planned march in Johannesburg on Wednesday.
The Congress of South African Trade Unions will tomorrow hold a mass march to protest against labour brokers and the e-tolling system on Gauteng freeways.
Department spokesperson Charles Phahlane said the department would manage the industrial action in terms of Circular 25/2010 and Circular 28/2010 - whereby a strike register for offices and institutions will be distributed so that they can effect deductions for those who participate in the industrial action.
"Department officials and managers of offices will be required to keep a register of employees who are absent from work, in the event that a principal is part of the industrial action the district must ensure that tasks outlined by these two circulars are fulfilled.
"These registers must be fully signed by the educator or staff member as well as the principal, designated official or manager of an office. They should be returned to the Deputy Director: Human Resource Administration at the district office before 12pm on 8 March 2012," Phahlane said.
He said that in cases where the name of the relevant employee does not appear on the register, there was a provision to add it manually.
In addition to the registers, Phahlane said that the department would collect data telephonically in terms of Section 8.1 and Annexure E of Circular 25/2010 at 8:00am and 12pm.
He stressed that leave measures during the industrial action should be in line with Provision 8.1.4 of Circular 25/2010. "This makes it clear that leave for union activities will not be permitted, however, all other leave must be pre-approved and accompanied by supporting documentation."
The department has further encouraged parents to establish Parental Strike Committees through School Governing Bodies so that they can monitor attendance at schools and assist with the supervision of learners in case there is absence of educators at a school.
Their tasks would include attending to the safety of learners and continuously interacting with parents during the strike.
